Feasibility study of corporation mode on livestock manure treatment.

In response to the fact that Taiwan's pig farmers are mostly small, scattered and water-consuming, this case has completed three district project sites, including the Tainan Shalun Case, the Kaohsiung Alian Case and the Pingtung Wandan Case, throughout technical inventory and site space inventory. After the assessment, on the one hand, to seek the willingness and feasibility of potential investors to invest, on the one hand, explain the proposal to the local government and related land tenure agencies, and solve the site selection, land acquisition and many other issues of the co-digestion center one by one with the local government. In this case, the visits of Shalun, Alian and Banten livestock farmers were carried out simultaneously to assist farmers in understanding the plans and accumulating the trust relationship of the farmers, match Investment companies and farmers. Taking the Banten project as an example, this case promotes the “cooperative animal husbandry manure treatment model” with three characteristics: 1. The participating livestock farms jointly organized cooperatives, and the livestock farms regulate the feeding behavior to ensure the quality of the wastewater raw materials; 2. Farmer cooperative become a shareholder of the co-digestive center, Investment companies and farmers to jointly manage and share risks and profits; 3. Based on the principle of environmental responsibility and user payment, farmers must pay wastewater treatment fees, the charge according to the volume controlled by price. After several months of communication and discussion, the Tainan Shalun case was included in the reorganization plan of the Guiren Landfill Site by the Tainan City Government and the Executive Yuan Sharon Green Energy City Preparation Center. There are three technical companys in Kaohsiung Alian District and Pingtung Wandan Township who are willing to invest and build three animal husbandry manure co-digestion centers have obtained the letters of agreement to cooperate with livestock farms . Before the end of 2018, investment companies will submit plans to the EPA for review, which can handle more than 40,000 pigs and 1,000 cattle animal husbandry manure. In summary, there are five key points for the establishment of a common digestion center. One is land acquisition, the other is biogas slurry and residues drain pipeline, the third is agricultural waste resource recycling, the fourth is wastewater treatment payment mechanism, and the fifth is stable quality of wastewater sources; the first three is resolved by the public sector, and the latter two is depended on farmers' willingness. The project promoted in this case is completed, farmers and enterprises can cooperate in accordance with the regulation.
